The SCADA Manager oversees and executes the development, deployment, and sustainment of Supervisory Control and Data Acquisition systems company-wide.
Primary Duties: • Develop, deploy, modify, and troubleshoot SCADA systems and programming to support water and wastewater utility operations and maintenance. • Provide programming and system configuration direction and support to third party contractors that install instrumentation & control (I&C) equipment. This includes providing vision and direction on achieving process control goals; assisting with programming the controls for new facilities; making modifications as needed (in the PLC programming, HMI, etc); and troubleshooting control problems. • Maintain the central data and communication node on the network and ensure that signal lists for all nodes on the network are routinely updated. • Help renew and maintain SCADA software licenses and any other related licenses. • Provide support for programming and troubleshooting of embedded PLCs in process control equipment to ensure proper operation and interaction with the SCADA system. • Provide radio communication support for all the MDS radio networks that include setup, programming and debugging all the serial and Ethernet networks. • Provide on-call support for emergency response troubleshoot and correct SCADA system problems. • Work with other staff to identify tools and formats for recording, analyzing, and communicating SCADA data to meet data/reporting requirements and goals. • Assist with department information technology projects including local area networks, intranet, and support to deploying third party application programs. • Lead the development of a SCADA and I&C master plan; grow the programs. • Act as the continuity for SCADA vision taking input from all departments. • Lead the execution of the overall vision and personally project manage segments of it. • Supervise and direct SCADA and I&C staff, consultants, contractors, and project managers.

Education, training, experience:
|
|
Skills Required: • Ability to communicate effectively, verbally and in writing • Possess strong and diverse programming knowledge and experience • Strong background in developing, programming, and utilizing SCADA systems • Must possess superior organization, coordination, logistics, project management skills • Must possess supervisory and leadership skills
Requirements: (a combination will be considered) • At least a 4-yr degree from an accredited institution or equivalent vocational training • At least five years experience in development, programming, project management, and use of SCADA systems (preferably in public works/utility systems) to include three years in a supervisory/managerial capacity • Experience with wonderware software or Object Oriented programming • Must possess a valid Arizona Driver’s License and have a clean driving record • Must satisfactorily complete drug testing, criminal record checks, motor vehicle and employment records confirmations, and reference checks where applicable. • Employee may be required to obtain State of Arizona water/wastewater industry certifications.
