Technical Geographical Information Systems (GIS) work analyzing all aspects of GIS data for Polk County Utilities. Provides technical expertise in GIS solution development, data analysis, feature class design, SDE and file geodatabase maintenance, documentation and ongoing support for GIS client applications.
Highly technical position coordinating all aspects of the Polk County Utilities’ Geographic Information System (GIS) design, implementation, quality control and functionality. Principal areas of responsibility include:
Designs and implements GIS analysis and mapping solutions and other technical work related to the GIS.
Preparation of documentation for programs and processes. Performs field data collection as needed using Global Positioning System (GPS) collectors.
Update and maintain map series and other map requests using ESRI ArcMap.
Responsible for creating, maintaining, and the electronic storage of files and maps.
Respond to Public Records Requests.
Assists in Computerized maintenance management system (CMMS) requests and provides support for GIS interoperability.
Performs technical work creating and maintaining GIS solutions and related documentation.
Creates test data and evaluates test results.
Responsible for system development consisting of system design, implementation and support.
Provides technical expertise in all phases of program and data base development.
Develops standard operating procedures for all GIS activities.
Use ArcMap software and scripts to interface GIS datasets to meet customer’s needs.
Work with users in defining needs and other program requirements.
GIS Data Maintenance:
Responsible for the maintenance of data within the ArcGIS SDE databases, which includes, but is not limited to, converting data from various sources (surveys, aerial photographs, plats, construction plans, as-built drawings, etc.) for entry into the database.
Assist GIS Technicians in developing, entry, QA/QC and processing of feature class data.
Digitizes point, line and polygon features using the latest Arc Desktop editing tools and techniques.
Uses georeferencing procedures to position scanned images and drawings.
Ensures the accuracy of GIS data by making modifications to the data as required.
Updates the GIS database using aerial interpretation to identify basic spatial features (road networks, wetlands, flood plain areas).
Processes and prepares imported data for use in the SDE database, and catalogs current and historic data.
Assists with the preparation, production and distribution of maps, graphics, displays, and other related documents.
Creates maps according to established county and industry standards and ensures all map elements are accurate and intelligible.
Research deeds and legal descriptions to clarify data, notes discrepancies and recommends corrective action. Researches, evaluates, and translates incoming and outgoing GIS data.
Researches information from a variety of sources including aerial photographs, Property Appraiser data and various County documents.
Responsible for performing systems analysis, design and implementation on the Utilities GIS.
Arranges and conducts meetings with customers to determine application needs. Develops time/cost estimates.
Performs additional related duties as required. Completion of educational course as required. Position may require travel as needed.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of the principles and practices of Geographic Information Systems (GIS) and digital cartography.
Knowledge of ArcGIS Desktop and ArcCatalog.
Knowledge of cartographic conventions and mapping standards, datums and coordinate systems.
Knowledge of database design, data transfer, data formats and conversion techniques.
Knowledge of ArcGIS’ standard and advanced tools and extensions to create and edit simple and complex features.
Knowledge of and use of relational databases with GIS
Knowledge of GIS file geodatabase design and maintenance
Knowledge of Microsoft Office software (spreadsheets, word processing and database)
Ability to operate equipment used in this positions including plotters and personal computers
Ability to maintain existing data sets
Ability to communicate effectively both orally and in writing
Ability to speak in a manner that can be understood
Ability to sit for long periods
Ability to concentrate on detail and sequential work tasks

Ability to read and interpret aerial photographs, maps, deeds and legal descriptions.
Ability to maintain GIS equipment: Including troubleshooting, testing, and assisting customers with the resolution of problems with GIS related hardware and applications.
Skilled in the use of Collector for ArcGIS and Survey123.
Skilled in using Global Positioning System (GPS) technology for field data collection.
Graduate of an accredited Community College, or possess an acceptable equivalency degree, and have a minimum of three (3) years GIS mapping/analysis experience, which includes two (2) years ESRI ArcMap experience.
Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.
A comparable amount of related training, experience and education may be substituted for the minimum qualifications.
Prefer candidates with land use, utilities, planning, transportation and related local government experience. In addition, ArcGIS Pro experience preferred.
Stands in for the Senior GIS Programmer Analyst if backfilling is required.
This position may be required to report for work when a declaration of emergency has been declared in Polk County.
