TITLE: GIS Specialist I or GIS Specialist II
DEPARTMENT: Information Services


Reports to: Business Applications Manager

Supervises the following positions: not applicable

DEFINITION: Under minimum supervision, performs duties in support of the CVWD's GIS databases, database layers, and geographic information systems capabilities; utilizes GIS tools and utilities to perform database quality checking and improvement processes; develops custom and standard maps, spatial analyses and other GIS products; and performs related duties as assigned.

Job Requirements


1. Enhances, expands and maintains the Geographic Information System (GIS) of CVWD.
2. Assists CVWD employees with map production and analysis of spatial database information.
3. Provides technical support to train and assist system users in new and existing GIS applications.
4. Organizes, creates, manipulates, enters and retrieves GIS data for reporting, analysis and presentation purposes.
5. Conduct research to locate and obtain existing databases.
6. Gather, analyze, and integrate spatial data from staff and determine how best the information can be displayed using GIS.
7. Prepares metadata and other documentation.

Additional Essential Functions of the GIS Specialist II:

8. Participates in the identification, planning, and implementation of GIS tools, processes, and applications.
9. Meet with users to define data needs, project requirements, required outputs, or to develop applications.
10. Performs GIS database administration and quality assurance assignments.

Minimum Qualifications:
Knowledge of:
- geographic information system concepts, principles, development tools and analytical techniques, including computerized mapping and attribute-data conversion, manipulation and analysis;
- coordinate geometry and spatial reference systems;
- principles and practices of relational database design and development;
- GIS workstation hardware, software, and operations;
- information technology principles and practices;
- basic civil engineering design concepts, methods and terminology applicable to the display of spatial relationships of facilities data.

Ability to:
- communicate with others and to assimilate and understand information, in a manner consistent with the essential job functions;
- establish and maintain effective working relationships with managers, co-workers, representatives of other departments and divisions, professionals in
other public agencies and others encountered in the course of work;
- perform complex math (i.e. coordinate conversions);
- collect, interpret and integrate relevant data from multiple sources;
- assess GIS customer needs and develop sound, professional GIS products and services;
- perform basic spatial analysis;
- keep abreast of GIS and related technological developments, information sources, and current issues through continued education and professional
- work effectively within deadlines and adapt to changes in priorities.

Certificates, Licenses, Registration and Other Requirements:
License or Certificates: Valid California Operators license issued by the State Department of Motor Vehicles. Department of Motor Vehicles driving record may influence employment or classification.

Experience: A minimum 2 years GIS experience or any combination of training and experience which would likely provide the required knowledge and abilities.

Education: An Associate’s degree or higher in Geography, Earth Science, Computer Science, Drafting, Engineering, Business or a related field from an accredited college, university, or trade school.
